The Riders
The officers and horses of the Mounted Patrol focus their patrols in the downtown area of Manchester and the city parks. The horses are an excellent way to interact with the public and provide an approachable police presence. The Mounted Patrol officers maintain all functions of a Manchester, NH Law Enforcement Officer.
The horses are another form of transportation for the officers. The officers make car stops, write Motor Vehicle Citations, City Ordinances, and also make arrests.

Kelly McKenney

Officer McKenney graduated from UNH in 1998, and pursued various careers in the equine industry, and also at a veterinary hospital before becoming the Animal Control Officer for the town of Merrimack, N.H. In 2004, Officer McKenney was hired by the Manchester Police Department as an Animal Control Officer and a year later was hired as a police officer. In 2005, Officer McKenney graduated from the New Hampshire Police Standards and Training Academy with the "Most Physically Fit Officer" award.
Officer McKenney has spent the majority of her career with MPD in Patrol and for two years served as a K9 handler with her loyal partner Monty. She was assigned to the Community Policing Division in 2016, and patrols Elm Street and the downtown area with her equine partner.
In 2023, Officer McKenney was awarded Horse Person of the Year. The New Hampshire Horseperson of the Year Award is presented annually by the New Hampshire Horse Council (NHHC) to an individual who has selflessly dedicated their time and energy toward helping, promoting, and unifying New Hampshire’s horse community, or has otherwise been an exemplary role model or advocate for horses in our state.
Officer McKenney has been riding horses since the age of six, competing in various equestrian competitions throughout the years, making her an accomplished horsewoman.

Brianna Miano

Officer Miano graduated from UMass Lowell with her Bachelors in 2018, studying Criminal Justice and Psychology. She started her law enforcement career at Hampton, NH police department before joining the Manchester, NH police department in 2015. During her 7.5 years in patrol, she received extra training and joined multiple teams that assist the community to include CIT (assisting with mental health) and CRU (assisting drug overdose victims). Officer Miano also joined our department’s Mental Health and Wellness team, which focuses on the well-being of our officers and their families.
Officer Miano spent 5 months assigned to the Community Policing Division on the walking route, interacting with the community on Elm St and in the city parks. She then spent 2 months assigned to the Training Division as a Background Investigator. Officer Miano is a Field Training Officer, assisting in the training of new officers on the road. Officer Miano is also a Defensive Tactics instructor and helps train our officers during our in-house training weeks.
Officer Miano was recently assigned to the Community Affairs Division in August of 2022 as the new Mounted Patrol officer. Officer Miano has been riding horses for fun most of her life, and has been very eager to take her equine skills to the next level. Becoming part of the Mounted Unit has been a dream of hers since she was a child and is very excited for this new chapter.

Steve Duquette

Officer Steven Duquette was born and raised in Manchester. He joined the Marine Corps in 1996 and honorably discharged in 2000. Officer Duquette attended NHTI-Manchester and got an associate’s degree in Computer science. In 2004, Officer Duquette graduated from the New Hampshire Police Standards and Training Academy.
Officer Duquette spent 11 years in Patrol and in 2015 was assigned to Community Policing as a housing officer. In 2017 Officer Duquette became the Senior Service Officer and in 2020 he became an alternate on the Mounted Unit. Officer Duquette was the recipient of the officer of the month award in April 2025.

General Stark

General Stark is a Clydesdale cross gelding. Born in 2006, General has been with the Manchester Mounted Patrol the longest out of our current crew. Next time to see us, be sure to check out General's unique mustache when you meet him!

Titan

Tally Ho Alphie’s Frizmon “Titan” was generously donated to the Friends of the Manchester Mounted Patrol in June, 2025. Born in 2019, Titan is the true definition of a gentle giant. Though he towers over everyone he meets, all he really wants is a scratch behind the ears. His calm and friendly nature makes him an instant favorite amongst both officers and members of the public.

Milly

Milly, Short for "Millyard", is a mini horse, born in 2011, loaned to us for the use of our new comfort pony. Milly is by far the cutest member of our team. Being smaller, Milly will be able to go to schools and nursing homes to visit, provide comfort and educate the community.
